Inter-Governmental Affairs (IGA) Department

Generally, the department is responsible for the following:

  1. Assists in the development and implementation of policies and advise the Federal Government on policy issues relating to States and Local Governments.
  2. Promotes and organizes seminars/workshops and conferences on issues relating to Local Government Administration.
  3. Serves as a link between the Federal Government, State and Local Governments.
  4. As far as practicable removes all areas of friction between the Federal, States and Local Governments.
  5. Recommends to the Federal Government whenever necessary, appropriate guidelines for common activities in the States and Local Governments.
  6. Ensure that States and Local Governments fulfill their statutory obligations to each other.
  7. Examines and takes appropriate actions on petitions and complaints brought before it by States and Local Governments.
  8. Serves as a repository of data on States and Local Governments for developmental planning, policy formulation and measurement.
  9. Facilitates capacity building through linkages with international donor agencies to update the officials of States and Local Governments with international best practices.
  10. Relates with international agencies such as:
    • International Local Governments and Cities Management Congress Nairobi, Kenya.
    • Commonwealth of Local Government Forum (CLGF)
    • Afri-Cities
    • UNDP (United Nations Development Programme)
    • IULA (International Union of Local Authorities)
    • UNICEF (United Nations Children’s Fund)
    • SDGs (Sustainable Development Goals)
    • USAID (United States Agency for International Development)
  11. Promotes harmonious fiscal federalism.
  12. Serves as the organ through which the States and Local Governments access United Nations, Specialized Agencies, national and international bodies.
  13. Ensures physical monitoring of performances of the Local Governments through periodic visits to access activities, verifying the effective utilization of the 1% of their statutory allocation.
  14. Coordinates and serves as the Secretariat to all activities of National Traditional Council and its Regional Groups.
  15. Ensures adequate remittance and full utilization of 5% Grant to traditional Councils by Local Governments.
  16. Handles matters relating to the Scheme of Service for all Local Governments Employees.
  17. Handles matters relating to Financial Memoranda for Local Government Employees.
  18.  Attends the monthly Federation Accounts Allocation Committee (FAAC) meeting on behalf of the 774 Local Government Areas.
