IBIENE PATRICIA ROBERTS, OON

Ibiene Patricia Roberts was born on March 27th, 1965, in Lagos, Nigeria and hails from Okrika Local Government of Rivers State. She holds a degree in History from the University of Benin (1987) and Human Resources Diploma from National Open University (2014) as well as a Senior Professional in Human Resources (SPHRi) certification.

She commenced her career in the Federal Civil Service as a Personnel Officer II in the Federal Ministry of Power and Steel (1989) and has since then gained extensive professional development experience that played significant role in policy formulation and execution in the service. As Director of Infrastructure Management Department at OHCSF, she led the rehabilitation of Federal Secretariat Complexes and coordinated COVID-19 decontamination efforts.

She was well recognised for her exceptional qualities and was appointed the Team Lead of the Project Management Team (PMT) on Innovation, resulting in the inaugural Federal Civil Service Innovation Competition in 2020. She was appointed Permanent Secretary in 2021 and has excelled in the Ministry of Special Duties and Inter-Governmental Affairs.

Her achievements include hosting the 2022 National Honours Award ceremony, developing Standard Operating Procedure (SOP) Manuals, produced a Rewards and Recognition Handbook, and the Ministry’s Newsletter. Other achievements include the procurement of staff welfare vehicles, bridging the gap between Parastatals and the National Assembly, implementing the FCSSIP25 Programme, establishing a Library Unit and the ICT Data Centre. She is a member of the Nigeria Institute of Management and Chartered Institute of Personnel Management. Ibiene Roberts contributed immensely to the Committee on the Review of the Public Service Rules and Scheme of the Federal Civil Service, leaving a legacy of impacting the lives of our younger generation.

Her hobbies include reading, creative thinking, and singing of Gospel music.
