Policy Implementation and Monitoring of Government Decision (PIMGD) Department

The decision to establish the department was taken at the first meeting of Council in 1999, with the statutory responsibility of monitoring the implementation of Federal Executive Council (FEC) approved Policies, Projects and Programmes from inception to full completion. It is also to ensure that all decisions are implemented:

  1. Strictly in accordance with the intentions of Council;
  2. Within the time frame approved; and
  3. In accordance with the highest standard of Public Policy Implementation;

   The department is responsible for the following:

  1. Liaise very closely with all Ministries and relate directly where necessary with Parastatals and Agencies of Government for the purpose of collating information and data for physical verification and monitoring activities;
  2. Submit monthly report on the implementation status of all decisions to Mr. President in Council as well as prepare quarterly reports for Council’s consideration;
  3. Submission of Implementation assessment reports and direct alarms to Ministries, Parastatals and Agencies for the purpose of achieving a higher degree of implementation;
  4. Liaise closely with the Federal Ministry of Budget and National Planning, the National Intelligent Committee and the Cabinet Secretariat in the Office of the Secretary to the Government of the Federation to facilitate the operation of Policy Implementation and Monitoring of Government Decisions Department;
  5. Compilation of returns on all Capital Projects
  6. Reporting of progress on Capital Budget to the Budget Office of the Ministry of Finance, Budget and National Planning and other bodies such as the fiscal responsibility commission, National Assembly and etc.
  7. Preparation and submission of quarterly returns on Annual Capital Budget to the Budget Office of the Federation;
  8. Preparation of Budget and Work Plans.  The Annual Capital Budget is jointly prepared by the Budget Division of Finance and Accounts Department and the Planning Division of the Department with inputs from other Departments;
  9. Liaising with National Planning Commission and participation in meetings of Joint Planning Board and National Council on Development; and
  10. Liaise with the Cabinet Secretariat Office in the Office of the Secretary to the Government of the Federation (OSGF) to serve as Central Delivery Coordinating Unit on the Ministry’s Projects, Programmes and Policy Deliverables;
  11. Preparation of Development Plans;
  12. Extraction of Council Decisions involving projects;
  13. Monitoring of the extracted projects from inception to completion;
  14. Periodic meetings with Policy Implementation Monitoring Committee (PIMC);
  15. Receiving project updates from MDA’s;
  16. Collection and Processing of Manpower Data and Statistics relating to the Ministry;
  17. Management of the Ministry’s information resources (Library);
  18. Research into Sectors over which the Ministry has jurisdiction;
  19. Provision of Secretariat for the Ministerial Tender Board in the Ministry;
  20. Preparation of Development Plans and Annual Capital Budget proposals;
  21. Monitoring and Evaluation of Plan and Budget Implementation;
  22. Compilation of returns on all Capital Projects;
  23. Reporting of progress on Capital Budget to the Budget Office of the Federal Ministry of Finance Budget and National Planning;
  24. Liaising with National Planning Commission and participation in meetings of Joint Planning Board and National Council on Development; and
  25. Overseeing the Information, Communication Technology (ICT) functions of the Ministry.
