Procurement Department

Generally, the department is responsible for the following:

  1. Needs assessment for procuring activities of the Ministry;
  2. Ensure compliance with the Public Procurement Act (PPA) 2007 by all Departments/Units to solicit for bids yearly;
  3. Market Survey for establishment of price standard and bench mark Advertisement;
  4. Prepare Technical /Standard Bid specification and collection of same from the Technical Departments and Parastatal where necessary;
  5. Carry out request of the Ministry to Bureau of Public Procurement (BPP) for issuance of Certificate of “No Objection”;
  6. Recommend for approval Interim Certification of projects to the accounting officer for approval;
  7. Initiate payment from Requisition to Job Completion Certificate/Invoice on GIFMIS platform;
  8. Maintain and manage the data base of records of all procurement proceedings made within each financial year;
  9. Maintain archive for all closed procurement;
  10. Technical/Procurement Audit of the Ministry’s Procurement and Parastatals and disposal of Public Property.
